第一部分 第一次會議提案工作情況
一、提案提交情況
2013年雙代會(hui)(hui)第一次會(hui)(hui)議,共(gong)收到提案(an)表126份,經提案(an)委員會(hui)(hui)專題會(hui)(hui)議審(shen)議后,歸(gui)類整理出(chu)64件提案(an)、31個(ge)意見和建議、5個(ge)不立案(an)議題。
具體情(qing)況如下:(一)對符合黨和國家政策法規,學(xue)(xue)(xue)校(xiao)(xiao)有(you)條(tiao)(tiao)件辦理,又(you)確實需要(yao)辦理的(de)(de)(de)(de)(de)提(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)(an),提(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)(an)委員(yuan)會將(jiang)80個(ge)議(yi)題(ti)整理合并(bing)為(wei)64個(ge)正(zheng)式提(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)(an);(二)對一些不(bu)符合立(li)(li)(li)(li)(li)案(an)(an)(an)(an)(an)(an)(an)要(yao)求(qiu)但有(you)參考價值的(de)(de)(de)(de)(de)提(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)(an),提(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)(an)委員(yuan)會將(jiang)41個(ge)議(yi)題(ti)匯(hui)總(zong)整理為(wei)31個(ge)意見和建議(yi),匯(hui)總(zong)后轉送有(you)關(guan)(guan)職能部(bu)門(men),逐條(tiao)(tiao)向(xiang)提(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)(an)人回(hui)復;(三(san))對屬于(yu)(yu)(yu)個(ge)人問題(ti)提(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)(an)、或提(ti)(ti)(ti)(ti)出的(de)(de)(de)(de)(de)問題(ti)正(zheng)確,但已經解決的(de)(de)(de)(de)(de)提(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)(an),以(yi)及(ji)(ji)一時(shi)沒有(you)條(tiao)(tiao)件解決的(de)(de)(de)(de)(de),可向(xiang)提(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)(an)人做出解釋的(de)(de)(de)(de)(de)提(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)(an),則不(bu)予立(li)(li)(li)(li)(li)案(an)(an)(an)(an)(an)(an)(an)。(四(si)(si))5個(ge)不(bu)立(li)(li)(li)(li)(li)案(an)(an)(an)(an)(an)(an)(an)議(yi)題(ti):第一,關(guan)(guan)于(yu)(yu)(yu)為(wei)來深(shen)探望子女的(de)(de)(de)(de)(de)父母提(ti)(ti)(ti)(ti)供臨時(shi)住所(suo)的(de)(de)(de)(de)(de)建議(yi)。不(bu)立(li)(li)(li)(li)(li)案(an)(an)(an)(an)(an)(an)(an)原(yuan)(yuan)因(yin)(yin):學(xue)(xue)(xue)校(xiao)(xiao)西麗湖校(xiao)(xiao)區(qu)設有(you)招待所(suo),可以(yi)滿足需求(qiu);第二,關(guan)(guan)于(yu)(yu)(yu)建議(yi)學(xue)(xue)(xue)校(xiao)(xiao)為(wei)各二級學(xue)(xue)(xue)院單位配備急(ji)救箱的(de)(de)(de)(de)(de)提(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)(an)。不(bu)立(li)(li)(li)(li)(li)案(an)(an)(an)(an)(an)(an)(an)原(yuan)(yuan)因(yin)(yin):急(ji)救工作(zuo)(zuo)(zuo)涉(she)及(ji)(ji)面廣,針對性強,需要(yao)有(you)資質的(de)(de)(de)(de)(de)醫(yi)護人員(yuan)正(zheng)確規范操作(zuo)(zuo)(zuo),建議(yi)將(jiang)突(tu)發(fa)情(qing)況及(ji)(ji)時(shi)報告(gao)醫(yi)務室或校(xiao)(xiao)外醫(yi)療機構處(chu)置;第三(san),關(guan)(guan)于(yu)(yu)(yu)清理辦公室毀壞桌椅的(de)(de)(de)(de)(de)提(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)(an)。不(bu)立(li)(li)(li)(li)(li)案(an)(an)(an)(an)(an)(an)(an)原(yuan)(yuan)因(yin)(yin):無明(ming)確地點;第四(si)(si),關(guan)(guan)于(yu)(yu)(yu)修剪(jian)學(xue)(xue)(xue)校(xiao)(xiao)內(nei)路邊的(de)(de)(de)(de)(de)樹枝的(de)(de)(de)(de)(de)提(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)(an)。不(bu)立(li)(li)(li)(li)(li)案(an)(an)(an)(an)(an)(an)(an)原(yuan)(yuan)因(yin)(yin):屬于(yu)(yu)(yu)明(ming)喆(zhe)物業綠化(hua)管理日常工作(zuo)(zuo)(zuo);第五,關(guan)(guan)于(yu)(yu)(yu)校(xiao)(xiao)門(men)增加校(xiao)(xiao)區(qu)標(biao)識,設計考慮建筑風水的(de)(de)(de)(de)(de)提(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)(an)。不(bu)立(li)(li)(li)(li)(li)案(an)(an)(an)(an)(an)(an)(an)原(yuan)(yuan)因(yin)(yin):不(bu)符合一事(shi)(shi)一議(yi)原(yuan)(yuan)則,其中一事(shi)(shi)提(ti)(ti)(ti)(ti)法亦不(bu)妥當。

二、提案受理情況
在落實(shi)提案辦理的(de)過程中(zhong),學校工(gong)會(hui)多次召開提案工(gong)作委員會(hui)會(hui)議,及時與(yu)有(you)關(guan)的(de)職能部門(men)進行溝通,完成提案處(chu)理落實(shi)工(gong)作。
64件提案(an)涉及到(dao)教學、科(ke)研、學生、人事(shi)、行(xing)政(zheng)教輔(fu)、生活服務及其它等7個方面。其中(zhong)“(一)制(zhi)作佩戴(dai)校徽;(二)開設“書院(yuan)論壇”;(三)推進解決(jue)教職(zhi)工集資(zi)款;(四)進一步完善校園無線(xian)網絡(luo)覆蓋;(五(wu))新(xin)增校區(qu)電瓶車、方便師生員工出行(xing)”等5件提案(an)確定為(wei)2013年度學校為(wei)教職(zhi)工辦理(li)的實事(shi)。

三、職能部門答復和處理提案情況(見附件1)
四、提案委員會工作
提(ti)案(an)(an)委員(yuan)會是雙代會提(ti)案(an)(an)落實的(de)最基本的(de)工(gong)作(zuo)組織。本著“提(ti)醒重視,溝通交流,推動進程”的(de)工(gong)作(zuo)原(yuan)則,對與多部(bu)門(men)相關(guan)的(de)提(ti)案(an)(an),注重組織協(xie)調;對常規(gui)提(ti)案(an)(an),逐一跟蹤檢查。一年(nian)來,在校(xiao)分管領導的(de)指導、各(ge)部(bu)門(men)支持、以(yi)及全(quan)體委員(yuan)和校(xiao)工(gong)會共(gong)同努力下,較(jiao)好地履行了職責,順利地完(wan)成(cheng)了工(gong)作(zuo)任(ren)務。
1.做好提(ti)案(an)宣(xuan)傳工作,使廣大教(jiao)職工和雙代(dai)會(hui)代(dai)表加深對提(ti)案(an)價值(zhi)的(de)認(ren)識:即(ji)提(ti)案(an)是雙代(dai)會(hui)廣泛聯(lian)系群眾(zhong)、集中群眾(zhong)智慧、吸引(yin)教(jiao)職工參與(yu)學校民主(zhu)管理(li)和民主(zhu)監(jian)督(du)的(de)一個重要途徑。
2.保證提案(an)(an)調(diao)研(yan)時間。嚴格執行雙代會相(xiang)關規定,督(du)促代表樹立群(qun)眾(zhong)意(yi)識,平時注意(yi)群(qun)眾(zhong)反(fan)映(ying),為(wei)提案(an)(an)準備信息資源(yuan),及時反(fan)映(ying)教職工的意(yi)見和(he)建議。
3.準確把握提(ti)案(an)的立案(an)。凡是按要求(qiu)提(ti)交的提(ti)案(an)表,原則(ze)上(shang)都予以(yi)立案(an)。對于(yu)沒有立案(an)的提(ti)案(an),即使是個案(an)或建議,本著實事求(qiu)是的態度認(ren)真對待和處理。
4.不斷提高提案(an)辦(ban)理(li)的質量。一(yi)是規范提案(an)辦(ban)理(li)的程序;二是加大督辦(ban)的力度,跟蹤落實(shi),確保能(neng)解決(jue)的問題及時解決(jue)。一(yi)些因(yin)客(ke)觀原因(yin)一(yi)時做不到(dao)(dao)的,則做好解釋工作(zuo),真正(zheng)做到(dao)(dao)案(an)案(an)有(you)回音,件件有(you)交待。
5.推動承辦(ban)單(dan)位實施(shi)“一(yi)(yi)把手(shou)”工(gong)程,確(que)保交出(chu)滿意(yi)“答卷”。在提(ti)(ti)案(an)辦(ban)理(li)過(guo)程中,絕(jue)大(da)多數承辦(ban)單(dan)位一(yi)(yi)把手(shou)親(qin)自負責,親(qin)自過(guo)問,從嚴要求(qiu)、從快辦(ban)理(li),表現出(chu)對學校事業(ye)高度負責的態度。人事處承辦(ban)提(ti)(ti)案(an)14件(jian)、意(yi)見和(he)建(jian)(jian)議5個(ge);后(hou)勤基(ji)建(jian)(jian)處承辦(ban)提(ti)(ti)案(an)11件(jian)、意(yi)見和(he)建(jian)(jian)議12個(ge)。此類提(ti)(ti)案(an)大(da)多是民生話題,直接關系到師(shi)生員(yuan)工(gong)的切身利益。在接到提(ti)(ti)案(an)后(hou),兩(liang)個(ge)部門負責人分(fen)(fen)別帶領有關人員(yuan),認(ren)真分(fen)(fen)析原因,限(xian)時辦(ban)理(li),并加強(qiang)與(yu)提(ti)(ti)案(an)人溝通,爭取提(ti)(ti)案(an)人的理(li)解和(he)支持。
至2013年(nian)底,在各承辦部門的(de)(de)(de)大(da)力支持(chi)和配合(he)下(xia),已全部答(da)復提案人。承諾為教(jiao)(jiao)職(zhi)(zhi)員工辦的(de)(de)(de)年(nian)度5件實事中(zhong)(zhong),書(shu)院(yuan)(yuan)論(lun)壇開始運作;電瓶車新增(zeng)了3輛;校(xiao)(xiao)徽在進(jin)一步(bu)的(de)(de)(de)改進(jin);校(xiao)(xiao)園(yuan)無線網絡在進(jin)一步(bu)的(de)(de)(de)完(wan)善;教(jiao)(jiao)職(zhi)(zhi)工集資款這一歷史遺留問題正在處理(li)中(zhong)(zhong),學(xue)校(xiao)(xiao)一如既往積極與(yu)上(shang)海(hai)思(si)博(bo)職(zhi)(zhi)業技術學(xue)院(yuan)(yuan)聯系,責成校(xiao)(xiao)內有關公(gong)司按公(gong)司法合(he)法、合(he)理(li)、合(he)情地(di)予以解決。3月20日,上(shang)海(hai)思(si)博(bo)職(zhi)(zhi)業技術學(xue)院(yuan)(yuan)黨政主要領導帶隊來(lai)校(xiao)(xiao)尋(xun)求解決途徑。我們將(jiang)繼續(xu)跟蹤推進(jin),確保教(jiao)(jiao)職(zhi)(zhi)工的(de)(de)(de)合(he)法權益。
綜上(shang)所述(shu),上(shang)次會(hui)議(yi)64件(jian)提案(an)中,不(bu)宜采(cai)用和(he)難以(yi)落(luo)(luo)實的共10項(xiang),占15.6%;其(qi)余(yu)54件(jian),已經落(luo)(luo)實和(he)正(zheng)在落(luo)(luo)實的48件(jian),占75.0%;還有(you)正(zheng)在論證,經過努(nu)力可以(yi)完(wan)成的6件(jian),占9.4%。
提(ti)案(an)(an)委員會向提(ti)案(an)(an)人發出(chu)《提(ti)案(an)(an)反饋意(yi)見評(ping)價(jia)表》,對職能(neng)部門承辦的64個提(ti)案(an)(an)給出(chu)“滿(man)意(yi)”、“不(bu)滿(man)意(yi)”、“無所(suo)謂”的評(ping)價(jia)意(yi)見。統計(ji)結果(guo)為(wei):2個提(ti)案(an)(an)被評(ping)“無所(suo)謂”,5個提(ti)案(an)(an)被評(ping)“不(bu)滿(man)意(yi)”,57個提(ti)案(an)(an)都被評(ping)為(wei)“滿(man)意(yi)”,提(ti)案(an)(an)反饋意(yi)見的滿(man)意(yi)度為(wei)89.1%。
五、存在問題和今后的打算
提案(an)工(gong)作與過去(qu)相比有(you)進步,但仍然存在一些(xie)問題(ti)和不(bu)足(zu)。
1.個別提案承(cheng)辦(ban)部門(men)對所辦(ban)理的提案重(zhong)視程度不(bu)夠,辦(ban)理過程拖拉,辦(ban)理質量(liang)不(bu)高(gao)。
2.雙代會代表提(ti)案工作(zuo)水(shui)平有待提(ti)高,特(te)別是提(ti)案撰寫(xie)比較集中民生福利,而對(dui)學(xue)校發展大局關注度(du)不(bu)夠。
針對存(cun)在(zai)的(de)(de)(de)問題,我們(men)提(ti)出改進工(gong)作的(de)(de)(de)措施:(1)加(jia)強與提(ti)案(an)(an)(an)承辦部門溝通,提(ti)升他們(men)對提(ti)案(an)(an)(an)落實工(gong)作重(zhong)要性的(de)(de)(de)認識;(2)在(zai)可能的(de)(de)(de)條件下(xia),對雙(shuang)代(dai)會代(dai)表進行提(ti)案(an)(an)(an)方(fang)面的(de)(de)(de)培訓學習,提(ti)高提(ti)案(an)(an)(an)工(gong)作水(shui)平(ping)。
六、總結表彰
經(jing)工會委員會評(ping)選(xuan),2013年度4個“優秀提(ti)案”和2個“提(ti)案承辦先進單位(wei)”分別是:
第(di)一,鄭永森(sen)、張(zhang)臻、蘇文代表提出的(de)“開設‘書(shu)院講(jiang)壇’,推進書(shu)院制(zhi)改革和文化(hua)育人工作”;第(di)二(er),麻小(xiao)紅、魯林華(hua)、施蓓、朱方來、鮑薇薇、邱浩、肖景文、王群、張(zhang)雷代表提出的(de)“公布學校教師集資款運營(ying)狀態”;第(di)三,郭剛(gang)、吳鋒(feng)、余菲、李(li)放、尹(yin)向東、陳燕代表提出的(de)“將無線網絡覆蓋整(zheng)個校區”;第(di)四(si),袁述義、楊燕云、文小(xiao)龍代表提出的(de)“制(zhi)作佩(pei)戴校徽”。
2013年度2個“提(ti)案承辦先(xian)進單(dan)位”分別是人事處、后勤(qin)基建處。
第二部分:本次雙代會提案和建議情況報告
按(an)照(zhao)學(xue)校(xiao)《教職(zhi)工(gong)(gong)代(dai)表(biao)大會(hui)(hui)工(gong)(gong)作細則》和工(gong)(gong)會(hui)(hui)的有關規(gui)定,校(xiao)工(gong)(gong)會(hui)(hui)于(yu)今年3月(yue)初向學(xue)校(xiao)提(ti)(ti)交了(le)(le)“關于(yu)召開第五屆教代(dai)會(hui)(hui)暨第六屆工(gong)(gong)代(dai)會(hui)(hui)第二(er)次會(hui)(hui)議的請示”,并于(yu)3月(yue)14日得(de)到校(xiao)黨委(wei)批復,啟(qi)動大會(hui)(hui)的籌備程(cheng)序(xu),給各(ge)分工(gong)(gong)會(hui)(hui)發(fa)出了(le)(le)向代(dai)表(biao)征集提(ti)(ti)案的通知(zhi)。代(dai)表(biao)們圍繞學(xue)校(xiao)發(fa)展、人(ren)事制度改革以及(ji)教職(zhi)工(gong)(gong)所關心(xin)的問題,認真思(si)考,深入調研,廣(guang)泛聽取意見,負責任地提(ti)(ti)交每(mei)一個(ge)提(ti)(ti)案。
截(jie)至3月25日,本(ben)次(ci)雙代會(hui)(hui)共收到99份(fen)提案(an)表(見附件2)。分為(wei)教(jiao)學(xue)、科(ke)研、學(xue)生、人事、行政教(jiao)輔、生活服務(wu)(wu)及其(qi)它等方(fang)面。會(hui)(hui)后,提案(an)工作委員會(hui)(hui)將本(ben)著務(wu)(wu)實(shi)革新(xin)精神(shen),對(dui)代表們提出(chu)的(de)提案(an)進行歸類整理,認真討論研究是否立案(an),同(tong)時(shi)送校領導批示(shi),提交相關(guan)職能部門(men)落(luo)實(shi)辦(ban)理。
